East Texas Mobile Home Movers is a free referral service operated by Clearline Labs. We are not a mobile home mover and do not move, install or level homes. We pass your request to an independent, TDHCA-licensed mover, which quotes and does the work.

How busy is Gregg County?

TDHCA issued 183 manufactured home ownership records for homes installed in Gregg County from October 2025 through September 2026: 88 for new homes and 95 for used homes [16]. Every new home has to be delivered and set up by a licensed installer, and many used-home sales mean a move too. Nearby counties: Harrison 294, Upshur 193, Rusk 228, Panola 127. All East Texas counties.

Before you book the move

Inside city limits: since September 1, 2026, Texas cities that have zoning must allow new HUD-code manufactured homes by right in at least one residential zoning district, show those areas on the zoning map, and can't demand a special use permit for a new manufactured home if they don't require one for other homes in the same zoning [13] [14]. Used homes aren't covered, and deed restrictions created before January 2, 2025 still apply [13] [14]. Read our SB 785 guide.

Outside city sewer: a septic system (OSSF) needs a permit and an approved plan before it's built, altered or repaired. The permit comes from your county's permitting authority (or the TCEQ regional office where there isn't one). A single-family home on 10 acres or more can be exempt if it still meets the state design rules; check with the local permitting authority first [15]. Plan this before the move date: the authority has up to 30 days to approve or deny the plans [15].

Paperwork: the mover gets the TxDMV single-trip permit ($40 per section), the installer files Form T with TDHCA, and you update the Statement of Ownership with the new location [5] [9] [8]. Details: permits and paperwork · cost guide · check a mover's license · putting a home on rural land.

Counts are ownership records issued (new homes plus sales and transfers of used homes), not a count of moves. Pulled from TDHCA on October 22, 2026.
